Increasing emphasis on improvement in conservation wetland need for conceptual and practical tools for monitoring and evaluation on the National Wetland Park. Based on the concept of the “National Wetland Park”, integrated understanding of both the natural environment and the human context that affects the targeted system, the conceptual framework of assessment of National Wetland Park has been formulated, which allow comparisons of progress over time and space. The methodology is organized into four indices, each comprised of a group of related indicators. These indices are: 1) quality of eco-environment that is the substance basis of the Park; 2) Nutrient and energy circulation that is the source of the Park; 3) Social economy that is the dynamical force of the Park, and 4) Sufficiency external support that is the safeguard of the Park.

Each index is comprised of a number of related qualitative or quantitative variables that can be measured or described. Together these variables are each quantified according to threshold values provided. The variables appropriate to that park’s situation are summed accordingly. The score for an index represents a percentage of the summed variables compared to the possible total. The cumulative average of index ratings provides the overall score for the park.

《国家湿地公园示范项目——西溪国家湿地公园研究》项目组

 

通过对国内外湿地公园评价指标体系和西溪国家湿地公园案例的研究，明确国家湿地公园的内涵及其适用范围，并根据各种湿地生态系统类型及其特点，结合我国社会、经济发展和生态环境建设的实际，应用可持续发展理论、生态学理论和经济发展理论，建立了一个具有科学性、可操作性和可比性的国家湿地公园综合评价指标体系，力求该体系全面涵盖国家湿地公园的内涵、特征，具备鲜明的时代特征、完备的生态功能体系、先进的科技支撑和规范的政策保障体系，实现人与自然相和谐的自然-社会-经济复合系统，并试图满足不同终端用户的不同要求和适应各种时空尺度。国家湿地公园指标体系的构建对于规范湿地公园等级评定工作，确定各类湿地公园的保护标准、利用形式、开发规模和服务功能，加强对我国湿地公园的分级管理和分类指导提供理论依据。
