National Wetland Park is one of new protected area in China purposing on preserving of treasure wetland natural and cultural resources, presenting these resources to public and providing opportunity of enjoyment to people. National Park which is in the 6 categories of IUCN for natural protected area is the best match for Wetland Park based on national park’s concept and its 4 functions: preserve natural environment, biodiversity conservation, presentation of resources and enjoyment. Concepts and methodology of planning and management of National Park have been wildly accepted and implemented by many protected areas including national parks in the world, and national park has been a demo for harmonious model among ecological, social and economic benefits for protected areas.

CAP (Conservation Action Plan) is a methodology created by The Nature Conservancy and adapted in many countries in the field of protected areas’ planning and management. It is the method to identify key protected targets, threats and sources, make strategies and actions, monitor the success of strategies and actions on the basis of understanding of situation in the protected area. CAP has been used by many protected areas (nature reserves, national parks) in many countries in their planning and management due to the simple, science based, realistic and flexibly features. TNC China program has already use CAP in all its project sites.

During the building of China National Wetland Park, the international concept and experiences could be helpful to build Wetland Park to be the international recognized, good quality and keep the balance of conservation and sustainable development model.

国家湿地公园是中国一种以保护珍贵的湿地自然和文化资源为目的，并通过向大众展示这些资源和提供游憩达到保护和可持续发展的新的保护模式。在国家湿地公园的规划和建设中，世界保护联盟所界定的六类保护类型中，国家公园是最符合湿地公园建设理念的类型。国家公园的4个主要功能：保护自然环境，保护生物多样性，展示和游憩也正是湿地公园应有的功能。国家公园的理念和规划，管理方法已为世界各国广泛采用，并成为自然保护地类型中生态效益，社会效益和经济效益结合最好的典范。

CAP（保护行动规划）是由大自然保护协会（TNC）创立，并在许多国家广泛使用的对保护地进行科学规划和管理的方法。该方法在对保护地基本情况了解的基础上，确定保护地的主要保护对象，威胁因子和产生的原因，制定相应的保护措施和行动计划，制定监测体系和指标对保护策略和行动进行评估，确定保护行动的成功与否，以根据情况的变化对保护策略和行动进行调整。由于该方法经过长期实践被证明是非常有效，实用和灵活的，CAP已被广泛运用到许多国家（美国，新西兰，泰国等）的国家公园规划和管理实践中。大自然保护协会在中国的保护和可持续发展的项目中也已全面采用了CAP方法作为工作的基础并已取得良好的成效。

中国国家湿地公园的规划和管理中可以借鉴国外国家公园的经验，并结合当地实际，把国家湿地公园建设成与国际接轨的高质量的保护与可持续发展得到良好平衡的保护地。
